You can host the server on a Windows desktop. No need for public ip address.

All messages are encrypted on the client before they are sent.

All clients and servers are communicating purely on the darknet.

Server stores all pending messages in memory. When a message has been retrieved or the server is rebooted, all is gone forever.

Nothing is logged. No Windows events or notifications are written. No traces left.

The installer creates one server package and two paired client packages. The source code is provided so the full implementation can be reviewed.

To maintain 100% security and privacy you should consider these things:

Use a clean and trusted Windows installation.
Do not run this software on systems that may contain malware, spyware, remote access tools, suspicious antivirus software, “system optimization” tools, or unknown background software.
Avoid systems capable of capturing keystrokes, screenshots, clipboard contents, or screen recordings.
Disable Windows telemetry, diagnostic data collection, activity history, cloud synchronization, and similar tracking features where possible.
Disable features related to behavioral monitoring, typing analysis, screenshot collection, and cloud clipboard synchronization.
Do not install unnecessary software, browser extensions, game launchers, overlays, or third-party system tools.
Prefer using a dedicated device or isolated virtual machine for darknet-related activities.
When unattended, close the client or clear messages to remove all traces of activity.
